How to stay compliant with Croatia’s eVisitor system

Croatia’s Adriatic coastline has become a magnet for tourists and property investors. It makes short-term rentals a key part of the country’s tourism economy. But if you are a commodation provider, you must follow strict rules set by the Croatian government. This guide explains how to register guests, avoid fines, and comply with health and safety standards using Croatia’s eVisitor system.

1. What is the eVisitor system?

eVisitor is Croatia’s national digital platform for registering and tracking all guests who stay in tourist accommodations. It was introduced by the Croatian National Tourist Board (CNTB) and is directly linked to the Ministry of the Interior and Tax Administration.

Mandatory guest registration via the platform:

  • All hosts, including hotels, campsites, hostels, and private short-term rental owners, must register all guests using the eVisitor online platform.
  • Registration must be completed within 24 hours of guest arrival.
  • You’ll need an account linked to the Croatian National Tourist Board.

2. What are hosts required to do?

2.1. Register an eVisitor account

Before hosting, you must register as an accommodation provider with your local tourist board (TZ).

Step 1 – Register Your Accommodation

Before you can log in to eVisitor, you must register as an accommodation provider with your local tourist board (Turistička zajednica – TZ). Depending on your situation, you can register as:

    • A private accommodation provider (individual), or
    • A legal entity (company or trade) through the Ministry of Tourism and Sport and Tax Administration.

    You’ll need:

    • A valid OIB (Croatian personal identification number)
    • Proof of ownership or rental agreement
    • Personal ID or passport
    • Property details (address, capacity, category)

Step 2 – Apply for eVisitor Login Credentials

Once you are officially registered, visit or contact your local tourist board office. They will create your eVisitor user account and you’ll receive login credentials (a username and temporary password) for the eVisitor online platform: https://www.evisitor.hr.

Account creation requires identity verification at the tourist board office, it cannot be done entirely online.

Step 3 – Log In and Set Up Your Profile

Log in and activate your account. Then, add your property details if not pre-loaded (address, number of beds, etc.) Start registering guests within 24 hours of arrival!

What You Can Do in eVisitor? Once logged in, you can:

    • Register and deregister guests (within 24 hours)
    • View guest history and occupancy statistics
    • Calculate and pay your tourist tax (boravišna pristojba)
    • Generate monthly or annual reports for tax purposes

Step 4 – Add Additional Users (Optional)

If you have staff or property managers, you can request additional sub-accounts via your tourist board. Each user will have limited permissions to register guests, view bookings, or export reports.

    2.2. Register each guest

According to Tourist Registration and Deregistration – Croatia’s official government portal, you must register every guest, both domestic and international, within 24 hours of their arrival.

    Required information includes:

    • Full name and date of birth
    • Nationality and passport/ID number
    • Arrival and departure dates
    • Place of stay

Data must be entered directly in eVisitor, not on paper forms or third-party spreadsheets.

2.3. Pay the tourist tax & keep your property records updated

eVisitor automatically calculates the tourism tax (boravišna pristojba) based on the number of guests, nights, and property type. Payment can be made online through eVisitor or directly to the local tourist board. Hosts are responsible for verifying that the tax is paid in full and on time.

If you change your property details (ownership, capacity, address, category), you must update them in eVisitor. You should also maintain a local guestbook (digital or printed) as backup documentation for inspections.

2.4. What happens if you don’t comply?

Failure to register guests or use eVisitor correctly can lead to serious penalties:

    • Fines for unregistered guests or late reporting (up to €2,000 or more per case)
    • Temporary suspension or license revocation from the local tourist board
    • Tax penalties for unpaid or incorrect tourism tax
    • Ineligibility to list your property on major booking platforms

Local authorities regularly cross-check eVisitor data with booking websites and tax records, so non-compliance is easy to detect.
